A Fort Carson civilian employee was named best in the Army in her field.
Jill Nugin, Family Advocacy Program manager, Army Community Service (ACS), Directorate of Family and Morale, Welfare and Recreation, received the prestigious U.S. Army Installation Management Command Army Community Service Individual Award of Excellence during a July 20, 2017, award ceremony at the 4th Infantry Division Headquarters.
ACS Director Patricia A. Randle nominated Nugin for the award that recognizes exemplary customer service, competence, innovation, resourcefulness and dedication to duty.
“We have the best of everything. It’s not because of what we have physically in the building, but because of our people,” said Maj. Gen. Ryan F. Gonsalves, commanding general, 4th Infantry Division and Fort Carson, who presented Nugin with the award. “It’s because of people like Jill who gives her heart and soul every day to make sure people and our commanders have every tool necessary to help people out. I just can’t thank you enough.”

Nugin heads a staff that provides several prevention programs, resources and support for the entire Fort Carson community to help reduce incidents of Family violence. Her staff also provides programs that help improve the quality of life for Soldiers and their Families, such as basic training for new mothers and fathers, cooperative parenting and divorce, resiliency training, single-parent resources and play groups.
“It makes me feel good to be recognized for something that I feel so strongly about,” said Nugin.
These resources and programs, along with community events, are often offered during and after normal duty hours to help accommodate the constantly changing schedules of Soldiers, commanders and their Families. Nugin and her team are often found at these events organizing and leading the events and programs resulting in unusual work hours, according to Randle.
“Words can’t express how proud I am of Jill and the impact she has had on the Army community,” said Randle.
